The 'pre-heat' phase starts heating slightly earlier during cold spells. If the weather is milder or your home is particularly well insulated, the pre-heat phase should not require your boiler to fire up.
You may choose not to program this phase, but you would then need to advance the heating start time slightly (which will generally increase your fuel or gas consumption).
